Southeast Asia Has the Users - Now It Needs the AI Depth

Southeast Asia AI story has moved past the adoption headline. The 11th annual e-Conomy SEA report, released October 21 by Google, Temasek and Bain and Company, projects the region digital economy to grow 17 percent year-on-year to $368 billion in gross merchandise value in 2026 and exceed $1 trillion by 2035. Generative AI adoption has reached 243 million people - 58 percent of the working population - in under three years, scaling four times faster than mobile internet. But the report most important point: adoption has not translated into depth. Regional AI usage, now measured in tokens as the AI equivalent of GMV, sits at roughly 10 percent of U.S. levels per capita. Consumers account for about 60 percent of regional tokens, mostly for everyday work and study; enterprise workloads are concentrated in Singapore and Malaysia, driving 45 to 60 percent of usage.

Depth is the next growth engine

That gap is where the opportunity sits. Bain partner Florian Hoppe framed the shift: Southeast Asia AI story is shifting from how many people use it to how deeply they use it. The report projects regional AI usage could scale up to 60-fold by 2030 as users move from simple searches to delegating complex tasks to AI agents. The consumer-led phase of the region AI boom is close to exhausting easy gains; the next phase rewards companies that build for enterprise workflows, agentic commerce and deeper token consumption.

The money is already voting

Capital is moving ahead of usage. Companies with core AI products captured 80 percent of the $3.2 billion in private funding for Southeast Asia digital applications in the first half of 2026, up from 30 percent in the second half of 2024. Late-stage funding reached $2.9 billion in H1 2026, up from $2.1 billion in H2 2025. AI compute and digital infrastructure drew $20 billion over the past 12 months, led by the $11 billion acquisition of ST Telemedia Global Data Centres. Corporate AI investment by Sea Ltd. and Grab reached $1.8 billion in H1 2026, the highest half-year level in two years. Temasek Fock Wai Hoong: translating adoption into sustainable growth will require strong governance, disciplined execution, and resilient business models.

Singapore is the control room

Singapore role as the region AI hub keeps widening. Its digital economy GMV is projected to reach $31 billion in 2026, up 8 percent, and $59 billion by 2035. GenAI penetration reached 70 percent of the working population - about 3.2 million people. The government is adding 200 megawatts of green energy to a 1.4-gigawatt compute base and has launched governance frameworks including the Model AI Governance Framework for Agentic AI and SAFR, plus a program to train 100,000 people by 2029. IMDA data shows enterprise AI adoption rising from 14.7 percent in 2024 to 23.5 percent in 2025, with 85.7 percent of workers reporting AI use at work. Google Nitin Gajria argues the region could become a leader in agentic commerce - but unlocking that will require clear governance, transparent capabilities, and responsible AI deployment.

Editorial view

The conventional reading is that Southeast Asia is a fast-growing market everyone should be in. The sharper reading: the easy adoption wave is over and the valuation of the next five years will go to depth - enterprise workloads, agent integrations and AI-embedded financial services, where Singapore already leads and where 11 fragmented markets demand local governance and trust. For overseas B2B sellers and technology providers, stop optimizing for user-count headlines and start building for the 60-fold usage curve - products that embed into workflows, comply with local frameworks and prove ROI where enterprise tokens are already consumed. The users are there. The depth is the prize.

Regional competition is widening the gap

Singapore is not the only market investing in AI depth. Across the region, governments are positioning for the compute-and-talent race the report describes: Indonesia and Vietnam are expanding data-center investments to capture workloads that increasingly require local hosting, while Malaysia's data-center boom has made it the region's second enterprise-AI hub, matching the 45-60 percent share of enterprise usage the report attributes to Singapore and Malaysia combined. For overseas B2B sellers and technology vendors, the practical implication is that market entry can no longer be a single-region play: enterprise token consumption, agentic commerce pilots and AI-embedded finance are developing fastest in the two hubs, while the region's other large markets still offer consumer-scale adoption with thin enterprise depth. Winning the next phase means building local compliance, local language support and proof-of-ROI case studies market by market, starting where enterprise workloads already exist - not where user counts look biggest.
